Part of that connection, whether it is to the beach, or the landscape, or to the memories made while vacationing here is inextricably linked to the drive,” explains Lee Nettles, managing director for the Outer Banks Visitors Bureau. “When you round the curve of NC 12 and see Oregon Inlet and Hatteras Island for the first time, for example, that never leaves you. Those moments of surprise and wonder continue the whole length of the Outer Banks Scenic Byway.”&lt;br /&gt;&lt;br /&gt;The itinerary for this newest national byway features drives along barrier islands featuring national landmarks and coastal villages and two car ferry rides. The byway travels through two national seashores, Cape Hatteras and Cape Lookout, and two national wildlife refuges, Pea Island and Cedar Island. Opening ceremonies will begin at 6 p.m. The event is free.This event is funded through the support of Dominion.  &lt;br /&gt;  &lt;br /&gt;425 candles will illuminate the Outdoor Pavilion stage as we kick-off this week-long celebration. Several performers will be on hand- representing 16th century history and a birthday cake will be cut. Elizabethan performers and activities will fill the lawn.  &lt;br /&gt;  &lt;br /&gt;The remainder of the week (July 14-17) will feature special programming, in all venues, with the Guilde of St. Andrew and Renaissance Faire performers from Raleigh, NC. Elizabethan food and drink will be demonstrated and offered as samples along with games and pastimes, textiles and tailoring and arms and armor.  &lt;br /&gt;  &lt;br /&gt;Each day (July14-17) at 2 p.m. and 4 p.m. the Renaissance Faire performers will make special appearances. A passport program will be offered for children’s participation throughout the different venues of the Park. When completed, they will receive a complimentary T-shirt of the Elizabeth II, the Park’s 16th century representative sailing ship, to color.   &lt;br /&gt;  &lt;br /&gt;The Outer Banks History Center will host an exhibit of memorabilia from the numerous events relating to America’s Four Hundredth Anniversary Commemoration held 1584-1587. The display will be located in the OBHC Reading Room.    &lt;br /&gt;  &lt;br /&gt;In 1584, Queen Elizabeth I granted Sir Walter Raleigh a patent to discover territory in the New World and plant an English colony there. The voyage lasted three months and the ships landed off the coast of present day North Carolina and England took possession of the territory in the name of the Queen. Raleigh later named the land “Virginia” in honor of the “Virgin Queen” Elizabeth. It is an outdoor festival and is held rain or shine.  &lt;br /&gt;Started in 1976 - the only year it was a two-day event and was called Dare Days as part of the bicentennial celebration - the festival is considered by most locals as the unofficial kickoff of summer. &lt;br /&gt;&lt;br /&gt;Dare Day promises free fun and festivities for the whole family. The day will be a full day of music, food, crafts and entertainment.  Children can hop aboard a kiddie train, take in a magic show, have their faces painted and play games.&lt;br /&gt;&lt;br /&gt;Adults can walk along the beautiful downtown waterfront and check out the wares of more than 100 vendors offering furniture, toys, carvings, clothing, jewelry, birdhouses, paintings, wind chimes and photography.&lt;br /&gt;The aroma of delicious food fills the air with the smells from seafood, polish sausages, hamburgers and hotdogs! Plenty of cold beverages include fresh squeezed lemonade, slushes and all kinds of soft  drinks. More than 5,000 people are expected on the Manteo Waterfront for the 34th edition of Dare Day.&lt;br /&gt;&lt;br /&gt;The festival opens at 9:00 with a prayer by a local pastor for the "Blessing of the Season" and the music begins. Built in 1939, this historic ocean landmark has weathered dozens of hurricanes and nor’easters over the past six decades. The latest, Hurricane Isabel, rolled through in September of 2003, taking 540 feet of pier with it. We hope to have the pier completely rebuilt soon, bigger and better than ever. Also planned for the event are pinch pots for the children, drum making, flute making, story telling, native survival skills, knapping (arrow head making), native food prepared on site, singing, exhibits, crafts and more. On the Outer Banks of North Carolina you can choose from head boats, off- shore charters, surf fishing, fly fishing, pier fishing, in shore wading or private guides and charters. Tackle shops are found in abundance and the people who work in them are very knowledgeable and helpful. These shops have all of the information you need about the laws of the N.C. Division of Marine Fisheries governing size and bag limits as well as what species of fish are regulated at what times of the year. The laws can be somewhat confusing so getting the proper information before you go is highly recommended. You may also check these regulations online at &lt;a href="http://www.ncfisheries.net/recreational/recguide"&gt;http://www.ncfisheries.net/recreational/recguide&lt;/a&gt;. &lt;br /&gt;&lt;br /&gt;There are different rods and reels for different kinds of fishing, the most common being surf-casting rods, trolling rods, light tackle spinning rods and fly rods. If you do not know much about fishing, the best thing to do is consult a local fishing instructor. You can tell them where you plan to fish and they can help you decide what type of rod, reel, line hooks, etc. you will need. Many tackle shops and piers rent tackle, so if you do not want to invest in fishing gear you will only use a few times a year, this is a good way to go. &lt;br /&gt;&lt;br /&gt;The fish bite is definitely affected by the tide, wind direction and time of day. You may ask your chosen tackle shop about the best tides, times, and wind/weather conditions for your specific type of fishing. If it seems to much to keep track of, don't worry about it and just go out and have fun! Back in 1974, Jim Vaughn was a disgruntled South Florida surfer who let the formalities of a steady, well-paying job get in the way of his water time. So instead of going postal, he packed up and moved to the wave-rich region of North Carolina's Outer Banks and started selling surfboards. &lt;br /&gt;&lt;br /&gt;"In hindsight, I couldn't have picked a worse place to open a retail business than the Outer Banks," Vaughn laughs. "But there were times when I'd chase people out of the shop so I could go surf. The shop didn't gain much ground at first but at least I got some really good surf." &lt;br /&gt;&lt;br /&gt;The original shop in 1975 was an old house at Whalebone Junction, right at the entrance to the National Seashore. Once the shop grew and moved locations north to Nags Head, it was an excuse to drop the "Junction" and the Whalebone Surf Shop of today, with its pirate flag, was born.&lt;br /&gt;&lt;br /&gt;"Our logo has been good to us. I wanted something that captures the area," Vaughn smiles while acknowledging the skull and crossbones on his chest. "Plus, I think everyone has a little pirate in them." &lt;br /&gt;&lt;br /&gt;A notorious jokester and comedian, Vaughn's light-hearted approach to life has made him greater than simply an Outer Banks fixture. "I've never met a more stoked surfer. He has inspired and nurtured (and tortured) countless groms and is funny as heck," Hurley says. "Without guys like Jim, people like me do not exist. He loves his sport and works awfully darn hard. In fact, he is even more relevant today than the day he started surfing."&lt;br /&gt;&lt;br /&gt;Of course, Whalebone isn't a one-man operation. Vaughn's wife, April, has been his partner since 1984. "I get to have all the fun and talk surfboards and go surfing," he admits. "She's in the office sweeping up after me and all the problems I've caused. She's turned my piling system into a filing system."&lt;br /&gt;&lt;br /&gt;Vaughn aims to hire knowledgeable employees who actually surf, instead of the seasonal college kids on summer vacation. "I also carry the best products out there - ones that my employees are proud to stand behind," Vaughn says.&lt;br /&gt;&lt;br /&gt;Today, Whalebone Surf Shop has locked in two key Mid-Atlantic locations. The Virginia Beach location, which opened 10 years ago, is more of a year-round business while the Nags Head shop slows down tremendously after Labor Day due to the OBX's seasonal tourist traffic. Regardless, Whalebone Surf Shop remains a haven for core surfers and weekend warriors alike.&lt;br /&gt;&lt;br /&gt;"We try to carry the best selection of surfboards available at a fair price and every accessory that goes with surfing," Vaughn proudly states. Between the two locations Vaughn stocks 350-400 surfboards from top shapers like Al Merrick, JS, JC, Bill Johnson, Sharp Eye, Surftech, Chilli, Stretch and more. And despite tough times, Whalebone was even able to wrangle some of the East Coast's first Simon Anderson thrusters back in the 80s.&lt;br /&gt;&lt;br /&gt;"The last recession took me a long time to dig out of but I'm more prepared for this one," Vaughn remembers. "I've lived through one and was hoping I'd never have to live through another one. We are in a better position for this one but everyone is just going to have to ride it out."&lt;br /&gt;&lt;br /&gt;And even though retail has slowed down across the country lately, Vaughn's longevity and positive attitude ensures he'll weather the storm, so to speak. After all, hurricanes have been whipping his Outer Banks stores for over 30 years... so, what's a little recession?&lt;br /&gt;&lt;br /&gt;"Without guys like Jim, people like me do not exist.
